Turkish agency blamed by U.S. companies for intercepted Web pages

SAN FRANCISCO (Reuters) - An agency of the Turkish government deployed a deceptive version of some Google Inc web pages, possibly to monitor activity by its employees, major Internet companies said on Thursday.

The reports are the latest in a series of incidents in which hackers or governments have taken advantage of the loose rules surrounding the standard security for financial and other sensitive sites, those with Web addresses starting with Https.

In the most recent case, an Ankara public transit agency known as EGO, obtained the capacity to validate such Web pages from a Turkish Internet authority called TurkTrust, which is among the hundreds of entities treated as reliable by all major Internet browsers, Microsoft Corp said in a blog post.

Last month, EGO issued an improper certificate that told some visitors to Google they had reached it securely when they had not, Google said. The ruse was detected because unlike other browsers, Google's Chrome warns users and the company if an unexpected certificate is authenticating a Google site.

Google asked TurkTrust, which said it had "mistakenly" granted the right to authenticate any site to two organizations in August 2011. Google also warned browser makers including Microsoft and Mozilla, makers of Internet Explorer and Firefox, and all three will now block sites that were authenticated by EGO and another TurkTrust customer.

Though only Google was demonstrably faked, giving EGO access to Gmail and search activity, many other pages could have been faked without any of the real companies knowing about it. Spokesmen for the Turkish Embassy in Washington and the consulates in New York and Los Angeles could not be reached for comment.

Few details were provided by the technology companies, but one person involved with the issue said that it appeared that the fake Google.com had been displayed on one internal network.

"The logical theory is that the transportation agency was using it to spy on its own employees," said Chris Soghoian, a former Federal Trade Commission technology expert now working for the American Civil Liberties Union.

Validation authority alone isn't enough to intercept traffic, the most likely goal of the project. The authenticator would also have to come in contact with the Web user.

A similar situation developed in 2011, when Dutch certificate authority DigiNotar said it had been hacked and that certificates had been stolen. Google later warned that a fake certificate for its site was showing up in Iran, and it warned Gmail users in that country to change their passwords.

Soghoian and other technologists have complained for years that the system behind Https sites is broken, but the industry has been slow to change.

Among other issues, the certificate authorities can resell the right to authenticate and don't have to disclose who their customers are.

"The entire Web relies on every single certificate authority being honest and secure," Soghoian said. "It's a ticking time bomb."

Giffords plans to attend a private event at a local home on Friday, Steven Jensen, spokesman for Lieutenant Governor Nancy Wyman, said in an email. The event will have no media access and Giffords' plans are still developing and may change.

Giffords retired from?Congress?last year to focus on her recovery from the January 2011 shooting in?Tucson?that left six dead and 12 others wounded.

Giffords, shot in the head in the attack, has become a symbol for proponents of stricter gun control in the national debate about the right to bear arms, which has grown louder since the Dec. 14 attack in?Newtown.

Giffords' planned visit would be three weeks to the day since 20-year-old?Adam Lanza?burst into Sandy Hook Elementary School in rural?Newtown, about 70 miles northeast of New York City, and killed 20 first graders and six school staff members.

Before the attack, Lanza killed his mother,?Nancy Lanza, in their home about 5 miles from the school. Lanza took his own life as police arrived at the Sandy Hook school.

On Thursday, the more than 400 children who escaped without physical harm returned to school for the first time since the assault.

New positioning technology could compete with GPS

A ground-based system that uses much stronger signals than GPS can pinpoint your location in cities and indoors

GOT a smartphone or satnav but still can't get a fix on where you are? A new positioning system could compete with GPS to make sure you never lose your bearings again.

Instead of satellites, Locata uses ground-based equipment to project a radio signal over a localised area that is a million times stronger on arrival than GPS. It can work indoors as well as out, and the makers claim the receivers can be shrunk to fit inside a regular cellphone. Even the US military, which invented GPS technology, signed a contract last month agreeing to a large-scale test of Locata at the White Sands Missile Range in New Mexico.

"This is one of the most important technology developments for the future of the positioning industry," says Nunzio Gambale, CEO and co-founder of the firm Locata, based in Griffith, Australia.

Indoor positioning is the next big thing in location-tracking technology, and companies from Google to Nokia have jumped at the chance to prevent users getting lost in cavernous shopping malls, or in the concrete canyons of big cities, where GPS struggles to keep up. But their technologies typically have a short range, and location resolutions in the order of a few metres.

By contrast, Christopher Morin of the US Air Force tested Locata's accuracy recently at White Sands, and it worked to within 18 centimetres along any axis. Morin says it should be possible to get the resolution down to 5 centimetres.

Admittedly, the tests were performed in an open desert where GPS also works beautifully. But GPS signals are weak - like a car headlight from 20,000 kilometres away - and easily blocked by solid objects. Locata's signal is far stronger, though not guaranteed to work in a complex urban environment, says David Last, consultant to the UK's General Lighthouse Authorities. "In urban areas, there are multiple blockages; propagation is principally via multi-path reflections." Such reflections can confuse receivers and reduce precision.

Gambale says the company is working on the urban angle in Australia with its Sydney Satellites project - a series of tests evaluating whether Locata can provide precise positioning for police, other emergency services and courier firms as they navigate the city's streets.

Ultimately, Locata may work alongside GPS, rather than replace it. The Jigsaw Positioning System, built by the firm Leica Geosystems, uses Locata and GPS signals. The briefcase-sized devices are already increasing coverage and guiding placement of drill rigs at the Boddington gold mine in Western Australia, operated by mining firm Newmont.

Gambale says that units small and cheap enough for smartphones should be available within five years - a similar path to the one GPS took on its way towards world domination.

Locata's technology will face competition in the race to transform indoor navigation. But it could shine in specific areas, Gambale says. Robots with Locata could easily navigate inside buildings without the complex optical systems they need at the moment. And apps that harness pinpoint location data could not only guide you around a mall, railway station or airport, but take you to the exact shelf in a shop for the product you want, he says.

Analysis: GOP starts new Congress bruised, divided

WASHINGTON (Reuters) - In the wake of bruising fights in their own ranks over the "fiscal cliff" and aid for victims of superstorm Sandy - Republicans in the U.S. House of Representatives open a new Congress on Thursday more divided than ever.

While their leader, Speaker John Boehner, seems in no danger of losing his position because of the divisions, his ability to speak for his membership in the House appears greatly diminished.

That could not come at a worse time for Republicans as they prepare for their next attempt to get more spending cuts out of President Barack Obama. They will try to use the debt ceiling - and Obama's request to raise it - as leverage, as they did in 2011.

But if the final days of this Congress were indicative of things to come, Republicans will have a rough time effectively using their majority in the House against Obama, who even Republicans acknowledge is at the top of his game following the Democrat's re-election in November.

The fiscal cliff battle to avert steep tax hikes and spending cuts that were due to kick in at the start of this year proved gut-wrenching for Republicans.

Obama's demand for a tax hike on the rich challenged a core principle that has guided Republicans for decades: No new taxes. Ever.

Yet, late on New Year's night, 85 Republicans in the House did just that, voting to raise income taxes on household income of more than $450,000 a year.

Some of the Republican Party's biggest stars were among the 85 - including Boehner and Paul Ryan, the 2012 Republican vice presidential candidate, who is seen as a conservative anchor.

But 151 House Republicans stood in defiance, leaving Boehner in the unenviable position of having to rely on opposition Democrats to pass major legislation.

Earlier in the fiscal cliff fight, Boehner suffered a humiliating defeat when his "Plan B" solution - which would have limited the tax hikes to income of $1 million a year or more, got so little support he had to cancel the vote.

No sooner had the fiscal cliff battle ended than Boehner found himself in trouble with other Republicans over aid for victims of Sandy, the second costliest storm in U.S. history, which smashed New York and New Jersey coastal communities in late October.

Legislation providing disaster relief to New York, New Jersey and other East Coast states was delayed. A House Republican aide said that given Republicans' frustration with the fiscal cliff bill and its lack of significant spending cuts, "it was not a good time to immediately vote on $60 billion in new spending."

"I don't enjoy saying this. I consider myself a personal friend of John Boehner's," said Republican Representative Peter King of New York. "It pains me to say this, but the fact is that the dismissive attitude that was shown ... toward New York, New Jersey and Connecticut typifies, I believe, a strain in the Republican Party."

Earlier, King had condemned House inaction on Sandy as a "knife in the back."

Republican Representative Michael Grimm, also of New York, said of Boehner's refusal to bring the disaster bill to a vote: "There was a betrayal. There was an arrogant judgment that is going to cost I think the trust of the American people."

Ironically, Grimm first won his seat in Congress in 2010 with the help of conservative Tea Party activists who sometimes show displeasure with disaster aid spending.

By midday on Wednesday, Boehner had changed course, promising a House vote by week's end on a $9 billion down payment in storm assistance, with a second bill providing $51 billion to be voted on January 15.

TEA PARTY EFFECT

Paul Light, a New York University professor and a specialist on Congress, said the vote on the fiscal cliff bill could mark the start of a "major realignment" in the run-up to the 2014 congressional elections and the 2016 presidential race.

Republicans who voted for the legislation "are going to have to find a home. They're not going to find it with the Tea Party," Light said.

He said that Republicans who were uncomfortable with the Tea Party could begin aligning themselves more closely with a dwindling band of centrist Democrats.

Congressional Republicans, especially in the House, have been buffeted for two years by the Tea Party, which helped them win control of the House in 2010.

Boehner had to navigate Tea Party demands throughout the 2011 fight over raising U.S. borrowing authority or risking a historic government default.

In rapid succession, Tea Party-fueled battles were waged over infrastructure investments, farm subsidies, payroll tax cuts and the fiscal cliff.

At the core of the disputes was whether the government should be made smaller, forcing Boehner to balance that demand with the need to govern and keep the federal government operating in an orderly way.

For all the heartache over the past several weeks as Republicans fought with one another over whether to let taxes on the rich go up, many see better days ahead.

"By and large, people are probably happy to have it behind them. This was obviously the worst part of the fiscal debate," said one House Republican staffer, referring to the tax hikes.

The staffer added, "Republicans get to point out that we still have a $1 trillion deficit and ask Democrats what kind of spending cuts, entitlement reforms they are willing to do to fix it."

Republicans feel that will be an easier lift for them - one that they can sell to the American public as they move on to the fight over the debt ceiling.
